1. THE SCANDLE WITH NRM GOVERNMENT LEADERS

This country is full of imaginable scandals as we saw the IGG uprooting the dirty and rotten scandals in the Ministry of Health which we think is just a tip of the iceberg.

Can the people of Uganda imagine that 3 top officials of Ministry of health who are supposed to protect the people of Uganda to give them better health facilities, to immunize our children and reduce the infant mortality rate, even before we were told that Ministry of health officials were importing expired drugs, what a rotten country! What type of officials are we entrusting our lives with fake drugs and medicines all over the country? That’s why we think that integrity demands the culprits should be brought to books.

Those leaders are joking with the lives of the people of Uganda. We therefore, want to commend the investigations and actions of the IGG. We appreciate the efforts of the IGG and her office for walking the talk without fear or favour.

We are sure that soon even those who haven’t been arrested will be arrested so that all the suspects face the law.

It has now become evidently clear that corrupt leaders, who divert taxpayers’ money to their own personal use, cause the lack of drugs, equipment and services in all our hospitals in the country.

We ask the IGG to continue with the investigations to include even lower cadres in the Ministry of health and elsewhere.

We demand that apart from arresting people and remanding them in Luzira, they should refund our money. Their properties should be attached to recover the money.

2. SPORTS IN OUR COUNTRY

We want to appeal to the Government of Uganda, to be more involved in the matters of Sports particularly in the National Teams e.g. Cranes. We would like to see the Government participating and sponsoring all our National Teams. We want the Government to always encourage citizens to Support and participate in Sports. We take this opportunity to encourage the people of Uganda to come in big numbers to cheer the Cranes – our National Team on the 2nd of June 2007.

PROTEST NOTE

SOUTH AFRICAN PARLIAMENT’S CIVIL UNION BILL, 2006

Following the passage of the Civil Union Bill by the South African Parliament, effectively legalizing same sex marriages, we the Political Parties and Organisations under TPP, for the public record, hereby, state as follows:

  1. That while all human beings regardless of their colour, race, gender or creed are, and should be seen to be, indeed equal before the law as is the pretext of the Civil Union Bill, all human behavior and tendencies are not and cannot be equal in natural law;

2. that, in fact, homosexual behavior is self-evident immoral and a perversion of the law of nature and a blight on the social conscience of any society;

  1. that, as such, the legalization of homosexual practice, unprecedented in the social history of Africa is not a neutral act, but is in itself an act of desecration of the social conscience of the people of Africa and an abdication of social responsibility towards Africa’s youth and future generations of Africans;
  1. that in fact to give official license to homosexual practice is to give tacit approval and endorsement to such activity and to encourage particularly the impressionable youth of Africa top adopt such behavior;
  1. that the vast majority of Africans, silent though they may be, are not in support of homosexual practice and have the desire and right to live in a society protected against such errant behavior;
  1. that, this is a dangerous political precedent for African people all over the continent;

The biggest Africa’s challenge since the time of slavery, colonization and economic collapse has been the leadership challenge which keeps embracing every evil from outside the continent.

We, therefore, call upon all African governments and the African Union Parliament to urgently, unequivocally and in the strongest terms possible, condemn the decision of the South African Parliament and to bring pressure to bear on the South African government to correct this anomaly for the good of African society and particularly the vulnerable youth of Africa.

We call upon all conscientious and responsible Africans and Civil Society groups in Africa, who constitute a silent majority, to stand up to be counted by demonstrating against this blight on our social conscience.

Lastly, we call upon the South African Parliament to revisit their decision in light of these facts.

  1. The secretive East African cooperation summit.

Although we are not against the East African community, which is of much more benefit to the people of East Africa, we are totally against the methods and approaches and the secret meetings which the leaders of east Africa are involved in. And worse still they want to involve the population of East Africa in things they don’t understand.

We have examples of other cooperations which have ever happened in the world e.g. European Union started in 1948 but up to now it is not a complete Union they are still building and their foundations are firm. Why is the hurry for the East African Community? Even to the extent that the people who are intended to benefit from the community are not aware! What is the rationale of first trucking politics before you tell the people of the agenda. People cannot go with you unless they know where they are going. By this time all our people are not aware of what is taking place when are you going to inform the people of East Africa of what is happening?

They keep telling us about the big market that will be formed, unfortunately, the market is not got through head count of the population but the by the potential of the people to buy. Therefore, the statistics of total population you are giving the people of East Africa are wrong. You would rather help the people of East Africa to become a foundational market before you think of fast-tracking politics. The records show that more than half of our population earn less one dollar a day!

The Benchmarks for the cooperation should be very clear so that all the countries are at per and the relationship is clear. For us we have seen leaders change the constitution for their individual benefit, we have seen them manipulate and undermining the institutions e.g. the judiciary in Uganda. We no longer trust them. How sure are we that the East African community will continue. What guarantees do they give us that this cooperation will not follow the footsteps of the previous one especially when the population is not involved.

We no longer trust some of our leaders, first they have failed to build institutions and respect them.

  1. Although we thank and appreciate the Minister for burning polythene bags (buveera) on the account of the environment, but what about the investors who have invested in factories for buveera.

The government should create a fund to help those investors to either change their businesses or help them to pay their loans, and also to compensate the workers who have lost jobs because of this new government policy. The government should be concerned about its citizens.

V.P Bukenya wants to head Makerere.

We in TPP and indeed FIL, we suggest that he should remove his name from the candidate’s list. According to the University’s rules, the candidate should be financially stable, of high integrity and with a minimum of a Bachelors Degree.

We suggest that on the issue of high integrity, Bukenya is wanting. He was involved in witchcraft, in adultery, even we here that, as a Dean of the Faculty of Medicine, there were some scandals.

ON TAKING LEGAL ACTION:

1. As most of you are aware, we promised to take legal action if we didn’t get an answer on our concerns regarding the implementation of the relevant law provided for by the PPOA in particular sections 19 and 20 of the said Act.


2. To date as we speak, there has been no response to our representations to the relevant components of government and if no satisfactory reply is forthcoming, we will be left with no choice but by next week we shall instruct our lawyers for the necessary action.


3. The bond of contention which forms the basis of our complaint stems from governments purported departure from the existing law which clearly states amongst other things, that the National Consultative Forum shall be made up of all registered political parties which one of each shall have one representative sitting on the NCF, c.f. the proposed Inter-Party cooperation which provides for:

I. Democratic Party

II. Uganda Peoples Congress

III. National Resistance Movement

IV. Former Independent Presidential Candidate,

who will be vested with the responsibility of prescribing the Code of Conduct for the rest of registered political parties

We therefore, want to inform both our colleagues in opposition and NRM organization that their meeting is contrary to section 19 and 20 of the PPOA, 2005. Therefore, this is to inform you that even the outcome of that Inter-party cooperation is unlawful and inconsistent with the provisions of the law and will not bind us.

REGARDING MP’S DEMANDS

1. For us in TPP we want to appeal to our M.P.’s to drop their extraordinary demand of 60-70 million shillings for them to acquire 4-whelled vehicles, which is unrealistic, abnormal, and unpatriotic taking into consideration the economic/poverty line in Uganda.

2. We as voters would rather, have them talk about roads, hospitals without medicine, and more scholarships for our children, etc. rather concentrating on their benefits.

PART 1:

THE BASIS OF OUR EXISTENCE

The Call

For 40 years, Uganda has wandered through the wilderness in search of her destiny. We acknowledge and salute the first generation of leaders who have served our nation under DP, UPC, the NRM and other organizations through the hard times. Their sacrifices have left a national legacy to be inherited, preserved and built upon. We believe that the work of the first generation is finished.

As much as we respect the work of those that have gone before us, we bear the responsibility, as the second generation, to lead Uganda into her destiny knowing well that we too will give an account to God and to our children some day. Our nation’s destiny beckons us.

In answer to the call from God and our duty as citizens, The Forum for Integrity in Leadership (FIL) has been formed as a political organisation to rally and lead the second generation. FIL will, stand for national integrity, transformed leadership, uphold family values and support wealth creation. This is the basis of our existence.

The Leadership Challenge

Africa is a continent with immense natural resources yet it is ridden with depravation, poverty, disease and ignorance. A century under colonisation and half a century of independence have not seen Africa develop to a stage where she can give a decent livelihood to her 800 million inhabitants. Most African governments are dependent on foreign aid for more than 60% of their budgets, robbing her of dignity and self-worth. Africa is a continent characterized by poor leadership, poverty, corruption, civil wars, unemployment, greed, selfishness, diseases, mismanagement of resources and the like. Social problems such as crime, drug abuse, pornography and other forms of immorality are on the rise in most African countries. These inconsistencies do not have to be Africa’s permanent condition. Her natural resources can be harnessed to benefit the people and free them from poverty.

Africa’s problems are not lack of resources, but the centre of the problem seems to be a problem of the heart. The paradox seems to be a leadership challenge. It is our considered opinion that the biggest stumbling block to Africa’s social and economic advancement is poor leadership.

Africa’s enigma is largely a leadership problem. Research indicates that annually corrupt leaders are banking 39% of Africa’s wealth outside Africa.

Upon the return to constitutional governance in Uganda, it has become clear that a huge leadership gap exists at all levels of the social, economic and political spectrum. However, we believe that a nation can only develop as far as the vision, wisdom, commitment and selflessness of its leaders. FIL is dedicated to the development of leadership at all levels to inspire, motivate, direct and coordinate development.

Developing leaders of integrity.

Integrity

Integrity is about wholesomeness. A person of integrity is one who is whole: she/he does not have a double or spirit personality. A person with double personality is untrustworthy, frightening and unpredictable. On the other hand, a person of integrity is the same in the public as she/he is in the private. Such a person is transparent and predictable. The predictability comes from the person’s commitment to live a principle and value –driven lifestyle. For Ugandans, this lifestyle is spelt our in our motto

“For God and my country”

One can tell whether a line is crooked or not by placing it next to a straight one.

The correlation to the straight line is a measure of integrity or lack of it. At independence, our founders articulated for us the straight line when the nation committed itself to live in line with, and to doing everything for “God and our country” That is the straight line Fil seeks to return Ugandans to. It is a line we must correlate to, if we are to lead with integrity.

Transformation of Leadership (why)

Everything rises and falls on leadership. Africa’s challenge and indeed Uganda’s is a challenge of leadership. And simply stated, leadership. And simply stated, leadership is about meeting peoples’ needs in a given situation and context (time and place)

The situation has changed. Today, we have a generation with glaring needs: they need effective education programs jobs, national security, and a heavy tax burden relief, to mention but a few. The new situation demands a new kind of leadership.

To day, Uganda’s situation indicates that the nation is heading for moral decay. This is evidenced in the high levels of corruption, pornography and other forms of selfish-agendas. We need leaders who will change this situation and meet people’s biting needs, like poverty alleviation, security, healthy and education.

We cannot have these kinds of leaders if we do not change. Now transformation is about change. It is a change that takes place from within: a change that comes as a result of renewed thinking, especially a thinking that has integrity with our motto, “For God and my country”.

Transformation of leadership is about thinking outside the box. It is new leadership with radical ideas. It is about an intentional development of effective leaders in every family, community, and the nation. It is about new leaders whose thinking has been renewed with God’s value

Integrity + Democracy = good governance

Good governance + information = Transformation

Preservation of the Family

The role of Family in national building and development:

The family, which is the basic institution of any nation and is fundamental to national integrity, building and development. It is important to note that, nations are built by values not ideologies. Families are being threatened by the rising incidence of drug abuse, prostitution, pornography, homosexuality, child sexual abuse, and crime. These manifest that our nation is in distress.

FIL has noted that, for over 30 years our national integrity and esteem were challenged mostly by political dictatorship and lawlessness, our greatest challenges today are moral decay and social disintegration.


FIL believes in political responsibility for the moral condition of the nation and is dedicated to lead the nation towards resolution of the social and moral challenges of our time.

THE ELDERLY AND PENSION

FIL will set up a special funding scheme at every district to cater for the elderly who can not support themselves.

FIL will not rob nor cheat the retired, they will be given their adequate pensions on time.


Wealth Creation

Uganda is endowed and blessed with such a unique and abundant wealth of fertile land, fresh water bodies, minerals and unmatched beauty that the world rightly recognizes her as the Pearl of Africa. And yet her people remain trapped in the vicious cycle of poverty, disease and ignorance.


FIL will guide the nation in creating wealth from the abundant resources so that she can feed and provide a decent livelihood for her children and for the children of the entire region. The primary focus will be agriculture.

Focus on agricultural

We think it is irrational that agriculture in which 84% of our population is engaged should continue to receive about 2% of the national budget, as has been the case in Uganda. We believe that Uganda has the capacity not only be self sufficient on food but also be the breadbasket for the region. We plan a nationwide mobilization and coordination of agricultural production. This we will achieve by dividing the country into production zones, grouping together districts that produce similar of the same products.

We shall then mobilize the households to produce such products, provide them support and professional agricultural extension services. Our government will construct storage facilities and play a role in the marketing of the products so that the households in Uganda get a decent income from their agricultural activity. The strategy we have already developed.

The transformation of agricultural production on a national scale is going to necessitate massive investment in infrastructure like electric power, roads and telecommunication to facilitate safe storage, partial processing and marketing of the products.

East African outlook or Regional integration

In the years to come we will increasingly belong to the greater East African nation. FIL will pursue the economic and political integration of East Africa.

The economic resources available to Uganda vis a vis the competitive global environment suggest that our recovery can only be slow and gradual. But if the East African economy would function as one, it would be a sufficient enough market to spur on domestic and foreign investment, the resources required to build the necessary infrastructure would be easier to mobilize if we act as a region and the negative sectarian tendencies in our politics based on the tribes would begin to recede. Together we would become major players in coffee, tea, fish and tourism. It makes economic sense and therefore should be given priority.

Promotion of good governance and development of a democratic culture

Our infant democratic institutions still need nurturing. Our politicians need to learn to compete without conflicting. Respect for opponents is very minimal. We still need to promote tolerance, to institutionalize and recognize the role of the opposition. Only then can we say that we are truly free. And a people conscious of they lack of freedom cannot be positively engaged in the development process. Economic progress cannot be sustained without a parallel progress in democracy.

VISION, MISSION, AIMS AND OBJECTIVES


Vision

The organisation’s vision for Uganda is a healthy, God fearing, growing and developed nation that is raising leaders and other resources for Africa and the rest of the rest of the World.

Mission

The Organisations mission is to build a God fearing nation with a growing capacity to resource Africa and the World with her blessings.

Aims and Objectives

1. The main objective of the Organization is to transform the leadership of Uganda by directly participating in elections for all public offices under the Constitution of The Republic of Uganda.

2. Other aims and objectives of the Organization include;

a) Upholding the national Constitution and motto.

b) Building leadership at all levels of society beginning with the family unit.

c) Building and upholding morals that will shape the nation.

d) Effectively dealing with corruption at all levels of society.

e) Supporting wealth creation;

- for the transformation of the economy through household agriculture, industrial revolution, raising resource managers

- by supporting investment and entrepreneurs who will produce wealth and attract skilled professionals who hitherto leave the country and develop economies of host nations

- in order to make politics less dangerous

f) Supporting education and learning for all, and transforming the education system to produce job creators and wealth generators rather than job seekers.

g) Ensuring national security and stability.

h) Transforming the Judiciary and protecting the helpless and poor by ensuring justice.

i) Ensuring the social welfare of our people through designing and adopting effective health and retirement schemes and development of appropriate housing and other forms of physical infrastructure.


PART 3:

CHARTER OF PRINCIPLES


1.
A Nation in Covenant with God

We believe that God as Creator, is the origin of law and morality; we believe that we are a nation under God and in covenant with God, in accordance with our national motto “For God and my country”. As a source of integrity.

2. Family, community and nation

We believe that the family is the basic unit of the nation; that strong families make happy children, responsible citizens, secure communities and ultimately a prosperous nation, and that it is our responsibility to respect, protect and promote the family. From such a families strong leaders of integrity are developed.

3. Education

We believe that the greatest investment we can make as a nation is in educating our children correctly. We believe that a good education system puts tools in the people’s hands, produces skilled entrepreneurs, who will create wealth.

4. Economy

We believe that free enterprise and the encouragement of group and individual initiative and incentive are the basis of a strong economy.

5. Government and Civil Society Partnership

We believe in government that promotes, encourages and works in partnership with non-governmental organizations, community groups and faith-based charities in the delivery of social services to the communities of our nation.

6. Foreign policy

We believe in the interdependence of nations in terms of trade and otherwise. We believe in East African economic and political federation. We believe in fair trade amongst nation.

7. Leadership development

We believe that leadership development is a prerequisite to national development; we believe that leaders are called to serve and to mentor others so as to facilitate smooth succession. Fil will endeavor to develop such leaders.

8. Accountability

We believe that leaders must be accountable in both their public and private lives. Fil will make sure that her leaders are accountable to people.

9. Health

We believe that health services should be accessible and available at the point of need, while preventive measures are encouraged and promoted.

10. Environment

We believe in responsible stewardship of God’s creation for our benefit and its preservation for generations to come.

11. Equal opportunity

We believe in equal opportunities, equal rights and equal justice for all peoples regardless of gender, age, religion, beliefs, tribe, race or social status. We believe that persons with disabilities should be afforded equal opportunities, equal rights and equal justice as well.

12. Local government

We believe that governments should be as close to people as possible and that judicial, legislative and executive powers should not be exercised by any other government body if they can be exercised by a lower one.

13. Security

We believe that a strong nation is internally and externally secure

14. Character of Government

We believe that the character of government is determined by the men and women that we elect as representatives. We believe that for government to secure national wealth and prosperity, able men and women who fear God and love truth must be sought to represent the people. We believe that it is our civic duty to participate in elections and to elect such representatives on the basis of their moral character and ability.

PART 4

FIL WILL WALK THE TALK

A NEW IMAGE IN POLITICS (UGANDANS DO YOU PERCEIVE IT?)

1. Generational change, a new generation of leaders has to take over,

Time has come, now is a new season, for Uganda to enter her destiny. So join Fil, so that we can work together to cross Uganda over, to encourage the discouraged, to give hope to those who feel resigned

2. Democratic leadership is an assignment not career

3. NRM and other old political parties have finished their work. From experience when you finish your assignment and insist on staying you will undo what you have already achieved

How do we know they have finished?

When leaders stop leading and start to stay, when they loss focus on the nation and focuses on them selves then we know that their assignment is over.

A shift in thinking from politics of transforming to politics conforming.

Fil will fight this evil and continue on developing leaders of integrity.

  • We are tired of seeing African Good Samaritan turning bad, tired of seeing liberators turn into exploiters and oppressors. Their actions review that they were actually power hungry group.
  • When you see gold rusting then know it was never gold.
  • Those who risked death and fought as comrades to liberate Uganda are now standing opposing each other because there has been a shift in thinking from transforming to conforming to the old type of politics, from politics of developing to politics of staying and winning, from building a constitutional culture, to the politics of manipulating the ignorant and unsuspecting society. Such a systems cannot avoid intrigues, bribing etc. Because the motive desire is self advantage
  • Transformation happens when character is changed.

FIL's diagnosis of Africa’s problems.

· We have diagnosed that the biggest problem in Africa and indeed in Uganda is the leaders who don’t what want to leave power, we the people directly or indirectly fought for an orderly society where leaders should come and go and not for only individuals.

· Our biggest problem as FIL and indeed Ugandans of integrity is not on how much the government has done or not done, it is much on why did Ugandans die to liberate this country?


· Africa’s problems and indeed Uganda’s problems are not wars, corruption, poverty, unprocessed goods etc but the root cause of our problems is lack of good leadership as shown below:

ROOTS /CAUSES OF THE PROBLEM

· Leaders who don’t want to leave power.

LEADERS OF INTEGRITY

  • hese are leaders who are honest, faithful, trust worth, who accomplish their tasks and prepare a nation for succession.
  • Transparent and predictable.
  • One personality in public and private.

· Leaders with a vision and a mission for a better Africa and indeed Uganda.

· Leaders with good policies and at the same time walking the talk.

WHY LEADERS OF INTEGRITY?

Because nations develop as fast as their leaders

  1. Every thing raises and falls on leaders.
  2. Because it is problem No .1 for Africa.
  3. The gold, the silver, the diamond, the timber, the good climate, the copper, rubies e.t.c are all there in Africa, the rare jewels are leaders of integrity.
  4. Long standing success is produced by corporate character, so FIL will insist on developing corporate leaders of integrity.

THE WORKING CLASS AND THE UN EMPLOYED

· FIL promises more jobs as we put the whole nation under production on agriculture, through zoning, (produce, store, process and sale).

  • FIL will initiate fairer way of sharing national resources, between civil servants and politicians, we shall reduce on high privileges of politicians and increase the renuminaration of professionals and workers.
  • FIL will increase the salaries for teachers, policemen, medical workers and armed forces

ON CORRUPTION

  • Fil defines corruption as the “abuse of Trust” in any area of one’s operation. Fil will practice zero tolerance. We had suggested a special court with a new law to try corrupt leaders to the Sempebwa constitutional review commission, and we shall endeavor to advance that idea once in government.
  • On the corruption of mind, to corrupt your mind means you start to imagine you are dispensable, almost thinking you are, or next to God. Fil will fight that, through developing leaders of integrity.
  • Corruption is Uganda’s holocaust.
  • Fil will fight that demon of corruption, which was introduced long time through slave trade, whereby chiefs sold their own people. We see the same today but in another form.

HOUSING

· Rehabilitation of the all the Army and police barracks as a priority.

· Expansion of the city

· To build traffic lights on all road junctions of the city to reduce trafficjam.

· To initiate a building program to better the accommodation of the poor in the city.

TO TRADERS

FIL will

q Reduce taxes on individual items by widening the tax base so that the burden is shared by many.

q Through our economic policy, the people (population) will be empowered, so as to be a market, to support both trade and industry.

q Fill will promote and increase incentives to the local traders, like reducing taxes on good vehicles so that those who can afford can enjoy them. Not only for government officials as is the case now.

q Fil’s government will respect the business community, as an important arm (factor) in the development of our nation.

CHURCHES AND MOSQUES

q We will uphold the policy of none interference of Government in matters of worshiping and a free environment for people to worship God.

q They will benefit through our economic policy as people are empowered economically, they will be able to support the work of God in their areas of worship

q Fil will contribute to the building of the moral values of our society.

By fearing and trusting in God, we shall spell out superstitions and witchcraft which has invaded our country which brings both the curse and the wraths of God to our nation

q The nation is the responsibility of God children so they should be involved.

q Many solutions have been tested in Africa e.g. socialism, structural adjustment, sustainable development, liberalization, privatization, globalization and many others but have not healed the disease. We submit it is time we let God do it.

. CULTURAL LEADERS

FIL will grant free participation in cultural arenas to any society. FIL will

not tolerate imposition of culture on those who do not wish to participate , hence fair must be fair to all.

FEDERAL

FIL will call a national dialogue of all stakeholders in the country to discuss and convince the whole nation and let those who are convinced to convince the rest. So that the whole nation come to a consensus concerning the issue of federal.

POPULATION

q Fil will instill in the population the love for Uganda and to be proud to be Ugandans.

q The population will benefit a lot from our economic policy.

q Families will have money through producing and selling

q The entire population will have work to do through Agriculture zoning.

q Increase internal trading

q Each family will determine their destiny and collectively determine the destiny of Uganda.

q The people will gain confidence as they develop their country, so they start to rely on themselves other than become beggars as they wait for other people. (Foreigners)

q To regain the God given ability which we had lost for man to feed himself and his family and to interdepend on each other so that we all depend on God, not Europe or America. Africa and indeed Uganda have lost dignity and self worth by depending continually on others.

q To increase our farm prices since we shall be producing in large quantity we shall attract processors and exporters who will give us good prices.

THE BENEFIT OF SUPPORTING FIL TO THE NATION

q Fil shall transform leaders, to form the desired characters of government because those determine the character of Government in power.

q We shall put more emphasis on nationals than on foreigners especially on policies of developing a nation.

q We shall continue to bridge the gap between the government and the people, we both matter in building our nation.

q To create awareness in the people, sense of belonging to their country. (To know that Uganda belongs to them and they to Uganda)

q That Fil will not use people as ladders and threw them away, but will love them and nurture them so that we become partners in developing our nation.

q Fil will try and live at peace with our neighbors and create a good working relationship with other countries.

OUR ECONOMIC POLICY

· Fil will first deal with mind set of our people the resigned attitude, the waiting of the western world to help us.

· There has been an overriding view as held by government and the larger part by elite population of this country, based on the facts drawn from experience of other countries, that industrialization is the best way forward of this country.

· There is however an oversight that lies in the fact that there can possibly be a successful industrialization in Uganda without linking it to agriculture, and without involving the entire population in the process.

· Fil’s basic principle and vision is largely focused on wealth creation by equipping our society along the agricultural sector and engaging the whole society in development of our nation.

· Grinding poverty sucks the hope out of the soul, and robes the people of their ability to believe in them selves and cannot develop their country-Fil will change that situation.

· Africa has lost dignity and self worth by depending on other.

· Fil will stand with the poor, in the world that forgets its neighbours.

EDUCATION:

  • The great investment we can make as a nation is educating our children correctly.
  • Good education system puts tools in people’s hands, produces skilled entrepreneurs who will create wealth.

PRIMARY EDUCATION

  • We shall continue to support and improve the UPE programme from (Bonna Bakone) to be a meaningful program not for political use only but a program to develop our own people and the nation. The program to include the better remuneration of teachers. FIL shall increase on the number of class of classrooms and assess teachers every two years.

SECONDARY EDUCATION

  • We shall guide and support students to excel in areas of their abilities in education in order to balance the development of our country. FIL shall lay ground for Universal Secondary Education by recruiting and training more teachers, building more classrooms, equipping laboratories and libraries in rural secondary schools.

FIL shall increase on the welfare of teachers. We shall support private secondary education. While in government we shall endeavor that every sub-county has a secondary school atleast. We shall make all government secondary schools affordable to all Ugandans by establishing minimum and maximum fees structures.

TERTIARY INSTITUTIONS

We shall abolish cost sharing and we shall increase on the number of government sponsored students in tertiary institutions. We shall cooperate with the university administration to come up with realistic tuition tariffs for private sponsored students. We shall partially support private tertiary institutions. We shall encourage vocational studies and build more polytechnics to equip young people with skills to help them become job makers.

FIL government shall study the possibilities of establishing a study loan scheme for tertiary students. There shall be a bursary scheme for needy students at every constituency.

BRAIN DRAIN AND LABOUR DAMPING

The greatest resource of any country is the human resource.

Africa, Uganda inclusive is loosing over 20000 skilled professionals every year because of economic hardships and other problems related to bad governance. In fact it is considered a great success in Uganda for one to have their children to study and eventually work out side the continent: What an irony! To make matters worse the NRM government has put up a department that sends our professional’s abroad to develop other economies in exchange for un skilled labour. The unfortunate part is that they compete with our own labour and entrepreneur hence causing unemployment to the locals.

Health

  • As we fight corruption in our country, and plan to reduce fortune spending of government money by political leaders, we shall increase the facilities in health ministry, so that there is medicine in government hospitals and dispensaries countrywide. We shall ensure that medical services are accessible and available to all at the point of need.
  • Fil will constantly promote and encourage preventive measures e.g. Immunization, general hygiene of the population.

FIL shall continue to fight, educate, sensitize and avail the ARVS to AIDS patients and to further educate the masses on the consequences of HIV/ AIDS.

ELECTRICITY TARIFFS

Fil will have a keen interest on electricity tariffs since they affect production and consumption.

SPECIAL INTEREST GROUPS

    • FIL will continue to develop interest groups like women, youth, and people with disability. 5and
    • FIL talks about a new generation and integrity. After 40 years of independence and after wandering through the wilderness in search of our destiny we need a new team to lead Uganda into her destiny.
    • Each generation has its unique challenges. There are new challenges for our generation e.g. moral decay, Kimansulo, Prostitution, Pornography, corruption Homosexuality, child abuse e.t.c

· Fil will endeavor to develop and empower a new generation of leaders and patriots

DEFENCE AND NATIONAL SECURITY

It is our assertion that it is poverty is one of the causes of the conflict, we believe if the people are are mobilized into gainful economic production, they become less vulnerable to manipulation by negative forces into violence. While we support investment in defence we think it can only work well with simultaneous social and economic of the people development of the people concerned.

RECONCILIATION COMMISSION

Learning to agree to disagree and disagree to agree

To address the issues of reconciliation and to reconcile all our past leaders at all levels. The main objective will be to instill a spirit of harmony, peace, and tolerance in the area of political context by all stakeholders to induce the politics of peace.

CIVIC EDUCATION

It is FIL’s view and conviction that only an enlightened society can pressurize and demand accountability from their elected political leaders. Non partisan civic education for both masses and the leaders is a prerequisite for national development. The population to can not pressurize unless themselves have integrity and are sensitized accordingly. FIL through civic education will empower the masses and enlightened

The leaders to their roles effectively.

PATRIOTISM

Some Ugandans will tell you they belong to FIL or any other party or nothing at all . They will not tell you that they belong to Uganda. Nowonder even when there is a crisis that calls for national solidarity, Ugandans will start accusing figures to one another. Ugandans need to be concientized so that they know how to separate national, party or individual interest. Uganda is for us all leaders come and go.

TO STOP COMMERCIALIZATION OF POLITICS

The electioneering process in Ugandan politics is usually manned by election mania. The Electro procedures are slurred over outright manipulation and maneuverability, commercialization, militarization, the use un necessary force gerrymandering, bribery, rigging, and trickeries. Some political contenders indulge in mudslinging, wichhunting, black mailing, coercion, physical intimidation or killing with relative impunity. Politicians are always noted for largesse to thew people in consideration for votes. Election victors are also known for promoting and perpetuating post-election violence by casting unfair aspersions on the vanquished. FIL will not tolerate these.

REDUCING PUPLIC EXPENDITURE

· FIL will reduce the high privileges and remuneration of political leaders so as to the raise the welfare of under privileged civil servants e.g. primary school teachers, policemen, army men and medical workers.

· Public service commission shall determine the terms of service for sinior political leaders.

· Stopping misuse of public funds by discouraging purchasing expensive cars, commodities and high living.

· We shall reduce the size of government.

· Stop wastage of government funds and other resources.

PRISONS

· FIL shall endeavor to turn prisons into moral rehabilitation centres other than punishment centres as they are to day.

· FIL shall endeavor develop talents and skills of prisoners and make prisons self-sustaining.

Equal opportunities

  • Fil will give equal opportunities to all people of Uganda regardless of gender, age, region, tribe, belief or social status. Fil will give equal justice to all, and the persons with disabilities shall be accorded equal opportunities, rights and justice as well.
  • Fil is the ARK, please join and vote Fil it will reach Uganda into her destiny, leave the TINTANICS, their days are finished they are sinking.
    Finally we appeal to all FIL members and supporters to observe:
  • The golden rule Matt 7:12 “Do to them what you want them to do to you”
  • I Peter 3:8,9 “All of you, live in harmony with one another be sympathetic, love as brothers and sisters, be compassionate and humble don’t repay evil with evil or insult with insult”
  • Fil supports two term limits of the president and we promise to change the constitution to that effect.
